Challenge
The DTA’s Whole of Government procurement panels were being served by separate marketplaces, each built on its own with no alignment. That was not an efficient way to deliver these services, and it left a lot to be desired for the people using them.
Approach
Our engagement with the Digital Transformation Agency (DTA) began with building individual marketplaces for its Whole of Government Procurement panels. We started with the Occupational Rehabilitation and Associated Medical Services (ORAMS) Marketplace, built with the DTA's Digital Marketplace team and the Australian Taxation Office and later migrated to Comcare. While we were working on parts of the Digital Marketplace, another DTA division asked us to help build a marketplace for its Hardware Panel. Working with the DTA leadership team, we developed a vision of one marketplace on a single platform, giving DTA customers a complete set of procurement services and making buying and selling simple, clear and fast.
Outcome
The result is BuyICT.gov.au. The platform aligns all existing procurement services around the value they deliver to DTA customers, and lets new services be built quickly and efficiently to meet existing and emerging whole-of-government procurement needs for the DTA, buyers and sellers. We have started combining multiple platforms and reorganising the service delivery teams around the flow of value. This work spans legal, procurement, operations, technical product, engagement and communication teams. To align this large, multidisciplinary group to a single vision and set of program objectives, we have drawn on SAFe practices and techniques.
