Implementation of an Enterprise Data Management Environment

Challenge
The ABS wanted a coherent, integrated environment for life-cycle management of its data, with metadata-driven, end-to-end business processes inside a common data management framework. Escalating data management costs and siloed data processing were holding it back. The ABS needed to re-engineer its business processes around the flow of value to customers. That meant providing innovative products and services by assembling data and data processes, rather than relying on ‘made to order’ processes and products. It also wanted the new process to build in time for innovation, more data analysis and tailored service delivery.
Approach
We partnered with the ABS as a subcontractor to a large system integrator, providing specialised program delivery and key data and analytics resources for the Statistical Business Transformation Program (SBTP). The program aimed to transform how data was managed digitally by combining and streamlining data acquisition, processing, analysis and dissemination. The solution was the Enterprise Data Management Environment (EDME). It needed a single source of truth from consolidated databases, full discoverability of datasets through a metadata-driven repository, and a single service integration and management solution to bring it all together. EDME was delivered using SAFe, which aligned multiple teams across the program to a common vision and set of program objectives.
Outcome
EDME achieved a great reduction in data management cost and a steep increase in service delivery capability. It unlocked much more value from reusing existing datasets, made it possible to send and receive data to and from third parties seamlessly, and drove an efficient data management process across the organisation. It now supports the production of coherent, in-depth statistical information from multiple sources, combining traditional data warehousing, BI approaches, a Big Data platform and advanced analytics. The teams are set up to deliver fast, regular and continual value to ABS customers.
